[Halld-offline] New tagged release: sim-recon-2014-01-10

Note that this release has a problem with efficiency in the backward 
directions for the CDC stereo straws. As such it is not suitable for 
archival tracking studies. However, as was pointed out at the last 
offline meeting, we have gone a long time without a tagged release, and 
this release can certainly be used as a reference version for 
developers. Also it tags a version that will work without an upgrade to 
JANA 0.7.
