[Halld-offline] New tagged release: sim-recon-2014-06-30

Folks,

Another tagged release after a bit of a delay. The last tagged release, 
other than the data challenge 2 tags, dates back to January, so there 
are a lot of changes in this one.

With all the changes, and in particular a large number of relatively 
recent changes, I would appreciate feedback if problems are found with 
this release. Long story short, we need a recent baseline tag and this 
is it.
