[Halld-offline] New tagged release of HDDS: hdds-2.1

Folks,

At the last software meeting I realized that I never announced the 
release of HDDS 2.1. This is the release that was used with the most 
recent tag of sim-recon, sim-recon-2014-06-30.

This release is from revision 13999 of the trunk. It includes:

* Changes to TOF geometry from Beni and Simon.
* Fix to the length of stereo straws in CDC from Richard.
* Bug fix for elliptical tubes from Richard.
* Rotation of BCAL from David.
* Tweaks to the CDC geometry from Richard.
* Update to phi 0 for CDC from David.
