[Halld-offline] [Halld-online] [New Logentry] CDC straw positions shifted in phi

Hello David, Naomi, Curtis

I have attached a view of the CDC straws, as currently defined in hdds. The
red dots label straw #1 in each ring. The cut was taken through the
approximate midplane of the CDC at z=90cm, and the view is taken looking
from the downstream end of the CDC. I don't see how any of these labels can
be off by 5 straws in any layer, unless the numbering was assigned to start
from 1 at the upstream face??? Based on this image, can you tell me how to
shift each layer to get the numbers consistent with the electronics
diagrams?
