[Halld-offline] Updates to CDC geometry

Hi Offliners,

 I committed some changes earlier today to the HDGEOMETRY package in sim-recon that coincide with the recent changes Richard made to the CDC geometry definition in XML. The new changes to sim-recon require using the most recent version of HDDS and vice versa. 

 I also committed changes to HDDS (in addition to what Richard checked in last week) that adjust the phi angle of the first straw in each ring. This is a fix to the issue identified last week with the CDC straws (particularly the stereo straws) being off. The trunk of HDDS and sim-recon should now correspond to the installed detector geometry for both the CDC and BCAL based on the recent cosmic data. If you run into any issues, please let me know.
