[Halld-offline] Run number from file name

Hi All,

  I have just committed a change (to the commissioning branch) that will try and
use a run number extracted from the filename if the run number is not found embedded
in the file itself. This will hopefully reduce the times run “0” is used to access the CCDB.
If anyone comes across a file that tries accessing the CCDB using run number 0, please
let me know.
