[Halld-offline] TAGM channels in Translation Table updated

Hi All,

  I have just committed an update to the Translation Table that rearranges all of the TAGM channels.
The changes were made based on a map provided by Richard Jones. Effects should be seen
immediately for everyone pointing the MySQL database. This includes the hdops account 
on the gluon cluster.

Please let me know if you notice any adverse effects.
