[Halld-offline] EVIO support and GlueX builds

Folks,

Now that we are all starting to reconstruct EVIO-formatted data (i. e., 
real data), I've added the building and usage of EVIO to the following:

o nightly builds
o "build_scripts" environment setting [gluex_env.(c)sh and 
gluex_env_jlab.(c)sh]
o "gluex_install" scripts

As you may know, the GlueX paradigm is that if the EVIOROOT environment 
variable is defined, the build will recognize and use that definition, 
providing EVIO support. If undefined, the build will succeed, but 
without EVIO support. In the latter case, the build will of course not 
be able to read EVIO-formatted data. This change provides EVIO support 
in the above mentioned contexts.

The latest tagged release, sim-recon-2014-09-23, has been re-built with 
the new EVIO-is-defined environment to provide EVIO support.
