[Halld-offline] deleting extra ccdb sqlite in web directory

Folks,

There are several versions of the CCDB in sqlite form in the web directory

  https://halldweb.jlab.org/dist

See the _second_ list of files in the forwarded message below. In 
principle, we only need one of these, since each file contains the 
current as well as all past versions of constants. Note that we keep 
several backups already, albeit in a non-web-accessible location. See 
the _first_ list of files in the message.

I plan to delete the extraneous versions in the web directory sometime 
this week. Let me know if you have objections.
