[Halld-offline] Hall D Package Manager (hdpm)

Hi all,

I made a wiki page for hdpm, which includes a general description and instructions on how to obtain and use it.

Some effort was put into improving the user interface since it was first introduced. It is now used in the following manner:
hdpm <command>

At the moment one should use the master branch. I will push a new tag soon.
