[Halld-offline] build_scripts moved from Subversion to Git

Folks,

As we discussed at the last offline software meeting, I have switched 
version control of build_scripts from our Subversion repository to 
GitHub. The new location is:

   https://github.com/jeffersonlab/build_scripts.git

At JLab, the directory is in a new location:

   /group/halld/Software/build_scripts (new)

The files in the old directory

   /group/halld/Software/scripts/build_scripts (old)

are still there. I plan to delete them in a week, on Monday, August 24, 
if I do not hear objections. Note that the old directory resides in an 
SVN controlled directory; I thought it would be confusing to leave it there.

There is also a clone of the repository at

   /group/halld/Repositories/build_scripts

This is meant to be a local mirror of the GitHub repo and is used to 
produce files for the nightly build.

One side note: the repo under "Software" has the "nightly_temp" branch 
checked out. This branch contains some kludges to support feeding 
nightly builds from Git. The master branch does not support this yet, 
but should soon.
