[Halld-offline] F1 TDC trig_time ?

Hi David,
see page 26 of the attached manual on the F1.
this time is used to check the synchronization of the chips on the board
and across boards. for any given trigger these numbers should not vary
by more than one unit across chips. I think that is the only way to verify
and test the internal synchronization.
