[Halld-offline] DAQ and TTab plugins converted into libraries

Hi All,
I have just committed a change that converts the DAQ and TTab plugins into statically linked libraries in
sim-recon. This means you will no longer need to add them to your plugin list when running things like
hd_ana, hd_root, hdview2, … As before, the DAQ library needs EVIO to be functional.
I have left a TTab plugin in place that will print a message telling you it is no longer needed before exiting.
This is so we can start to clean up our scripts (and habits) not to include it anymore. A DAQ plugin also
still exists, but this is actually functional. It can be used with generic JANA tools such as janadump, and
jana without any Hall-D detector specific code. This is useful for diagnostics.
These changes were all committed to the commissioning branch.
