[Halld-offline] database application

Folks,

As promised at yesterday's offline meeting, here is a prescription for 
running Dmitry's Run Conditions Database in stand-alone mode. You need 
python 2.7 or better.

Get the tar file:

   https://halldweb1.jlab.org/dist/rcdb_demo.tar

untar it:

   tar xvf rcdb_demo.tar

run it:

   cd rcdb_demo
   ./run.sh
