[Halld-offline] Set "Run Type" on Run Start

Paul,

I think we need a separate run category for runs with the pair spectrometer
trigger rather than the main detector trigger. Up until now Alex S. has
been doing PS runs in a private area he set up, but that needs to change.
We will need to have PS triggers integrated into the main data stream at
some point, but there will be times when the primary purpose of a run is to
study the beam spectrum, and in such cases we might want to block the main
trigger and run just with the PS trigger. That should probably be in the
pull-down list. There will be a similar run type for the total absorption
counter providing the trigger as well. Then the beam current will be so low
that the general-purpose trigger will be all cosmics, so it might also help
in such a case to have a dedicated run type without the main trigger
enabled.
