[Halld-offline] new release: sim-recon-1.3.0

Folks,

I made a minor adjustment to the tagged version I announced yesterday. 
Paul M. reported a bug fix for the REST format, having to do with the 
TOF, that did not make it into that version. I have added the changes 
and re-tagged. The version number has not changed. If you downloaded the 
tar file (or checked out the tagged version) since yesterday, you should 
refresh your code. The changes are in src/libraries/HDDM in the files

DEventSourceREST.cc
DEventWriterREST.cc
rest.xml

I will be re-building the installation on the JLab CUE during the next 
little while.
