[Halld-offline] Fine-mesh field maps stored as JANA resources

Dear Offliners,

I just checked in some code to SVN (rev18980) that will read in the
fine-mesh solenoid field map from EVIO files stored as JANA resources.
Corresponding changes to CCDB have been made as well.  These files aren't
written out to the local directory any more, so hopefully this will cut
down on the number of ~120 MB files strewn around your directory tree, and
generally speed up program initialization.

I only included the fine mesh files for post-2009 magnetic field maps, as I
assume those are the only ones currently in use.

Please let me know if there are any questions, suggestions, gripes, etc.
