[Halld-offline] New releases: hdds-3.3, sim-recon-1.4.0

Folks,

I've tagged new versions of hdds and sim-recon. This is the first time 
we have tagged a release under Git. The HDDS version has Richard's 
recent changes to the CDC endplate geometry and the sim-recon version 
has the new directory structure for plugins.

The release notes are on GitHub this time.
