[Halld-offline] check in your hdds and sim-recon SVN changes by Wednesday, we are converting to Git

Going along with this, we’ve decided to move the locations of the plugins folders in svn prior to porting to git. This means that any changes to ANY of the online-monitoring or sim-recon plugins must be committed to svn by 5pm MONDAY. Then just prior to the move to git, we’ll move the plugins to new folders:
online plugins -> sim-recon/src/plugins/monitoring/
sim-recon/src/programs/Utilities/plugins -> sim-recon/src/plugins/Utilities/
sim-recon/src/programs/Analysis/plugins -> sim-recon/src/plugins/Analysis/
sim-recon/src/programs/Simulation/plugins -> sim-recon/src/plugins/Simulation/
