[Halld-offline] Track Match Parameters via DChargedTrackHypothesis

Hey guys, I’ve changed the code in DChargedTrackHypothesis so that now the track-match objects (to SC/TOF/etc) are private.  To access them call the appropriate DChargedTrackHypothesis::Get_() function, and first check to see if it returns NULL (no match).  Please update your personal plugins accordingly (the trunk and the online plugins have all been updated).
