[Halld-offline] new release: sim-recon-1.3.0

Folks,

I tagged a new release with all of the latest changed on the trunk, 
including the changes to BCAL smearing. You need to build it with JANA 
0.7.3. Find the release notes at:

There is also a new version xml file with the new sim-recon/jana
