[Halld-offline] disk usage reports

Folks,

There are three disk usage reports, one for each of our group, work, and 
volatile disks, available at:

   https://halldweb.jlab.org/disk_management/

They are also linked from the offline software wiki page.

I showed an early version of these reports at an offline meeting some 
time ago and have mentioned them in emails as well. They are now 
generated regularly, twice a week for each disk type.
