[Halld-offline] New version of build_scripts, version 1.12

Folks,

I've tagged a new "latest" version of build_scripts, version 1.12. It is 
now the version checked out on the JLab CUE. From the release notes:

o Introduced optional positional command-line argument to 
gluex_env_jlab.csh and .sh. Argument should name a user-specified 
version XML file.

o A script, customize_version.pl, introduced to create a new version XML 
file, starting from an exisiting one, and modifying only the sim-recon 
package to point to a user-specified directory for HALLD_HOME.

The idea is make it easier for folks working at JLab to set-up an 
environment that is the same as some "standard" version, except that a 
custom, user-defined build of sim-recon is used. customize_version.pl 
shows how to modify the "standard", the argument to the set-up scripts 
allow one to use the modified version.
