[Halld-offline] new wiki docs for hddm

Dear colleagues,

I have now added a fairly extensive new documentation page on the wiki for
the hddm package. Please have a look at
https://halldweb.jlab.org/wiki/index.php/HDDM_Programmer%27s_Interface and
give feedback if there are things you would like to see changed or added.

Sean: please see in particular the last section, entitled Advanced
features, where I describe random access to hddm files on input and how the
python and C++ API's work that support this new feature.
