[Halld-offline] RCDB added to build_scripts

Folks,

I have added RCDB to the list of standard packages under build_scripts. 
Supporting scripts have been added or modified. The latest version file, 
version_1.21.xml, refers to the one and only tagged RCDB version that 
exists at present.

On the JLab CUE, RCDB has been built under the two platforms we are 
supporting at present, RHEL7 and CentOS6-with-GCC-4.9.2.

At this writing, none of the other standard packages depend on RCDB.

Recall that to set-up your environment on the JLab CUE:

   source /group/halld/Software/build_scripts/gluex_env_jlab.csh

for tcsh and

   source /group/halld/Software/build_scripts/gluex_env_jlab.sh

for bash.
