[Halld-offline] Fwd: c++11 compilation error

Great!

 And yes, it was a default, but only because we didn’t run into this issue until more
recently, prompting the fix. Older plugins will not have the fix since they have
their own SConstruct files and no effort has been made to find these and fix them.
