Hi Curtis,
When you run
scl enable devtoolset-3 bash
it sets up the environment for you in that new bash shell. In case you want to examine it, the environment script it sources is at
/opt/rh/devtoolset-3/enable
Let me know if there appears to be any issues with your setup.
