[Halld-offline] Another new release: sim-recon 2.10.0

Folks,

In preparation for sim1.2, I tagged and built another new release of 
sim-recon. Find the release notes at

   https://github.com/JeffersonLab/sim-recon/releases/tag/2.10.0

This version is used by the version file found at

   https://halldweb.jlab.org/dist/version_1.30.xml

which contains an EVIO upgrade, 4.3.1 -> 4.4.6.

At JLab, local tweaks are needed:

   https://halldweb.jlab.org/dist/version_1.30_jlab.xml

This file is available directly on the disk as

   /group/halld/www/halldweb/html/dist/version_1.30_jlab.xml
