[Halld-offline] hdpm 0.2.0 is available

hdpm has been revamped.
Its development has been switched over to the Go programming language.

This has made it possible to distribute hdpm as a single small binary, with very few dependencies.

The “git clone ...” instructions for installing hdpm are now obsolete because of this development (see links below for installation instructions).

hdpm is now faster than before, largely because it does not experience overhead from just-in-time compilation anymore.

The latest release of hdpm can be found at GitHub:

There are links for dowloading generic 64-bit Linux and macOS binaries.

The documentation has been updated accordingly.

The hdpm commands and options are mostly unchanged, but there are small enhancements in various places, 
and a couple of additions and removals. 

Additions: "hdpm env”, “hdpm version”

Deletions: “hdpm v-xml”, “hdpm clean-build”

Note that a “—xml” option has been added to various commands to replace the role of “hdpm v-xml”.
