[Halld-offline] new sim-recon release: 2.6.0

For the of you with access to the private wiki...Here is a look at the rho reconstruction using code around recon 1, the problematic code of recon 2, and sim-recon 2.6.0 with the latest hdds and ccdb. Things are looking much better.
