[Halld-offline] Monitoring Launch: 2016-02 ver07

Hello everyone,

I have been tasked with updating the offline monitoring web-pages and have gotten a few questions as to how the runBrowser works.  My goal is to make this page more dynamic and have a better user experience.  To accomplish this I have had to start changing some structure on the back-end and have received several questions/concerns about the browser not working.  Thus, I thought it would be good to give a bit of a walk-through as to the current use of this page:

1) Select a RunPeriod from the upper-left drop-down list.
2) Select an associated version from the second drop-down list
3) Click Display; this lists all of the runs, ordered by date, associated with the choices selected from the drop down menus in the first two steps.  Currently this list is "locked in". This means "Display must be clicked if updating either of the first two drop downs to re-display the list of associated runs.
4) Find the run and click the associated radio button.  The path at the top of the right will auto-update.  Click Display again.
5) The path listed in the top right pane should now read the correct run-path and a table of available plots should appear.  As of now this table of plots is "locked-in".
6) Now re-select the run's associated radio button and happy browsing!

At any point you can select another radio button from the left pane and you can view the plots that were already in the table for the new run number.  Notice both the path and the tag above the plot update dynamically to attempt keep you "in-the-loop".

If you notice any issues please feel free to let me know and I can see what I can do.
