[Halld-offline] New sim-recon release, version 2.5.0

Folks,

New release of sim-recon, version 2.5.0. Actually, not super-new, a tag 
that matches that of the most recent reconstruction launch on the Spring 
data. See the release notes below and at 
https://github.com/JeffersonLab/sim-recon/releases/tag/2.5.0 .

At JLab it is built on CentOS6, with gcc 4.9.2 and RHEL7 with its native 
gcc 4.8.5.
