[Halld-offline] New sim-recon release, version 2.5.0

I should also note that there are two other relevant version XML files 
that use this release. They are version_1.26_jlab.xml 
<https://halldweb.jlab.org/dist/version_1.26_jlab.xml> and 
version_1.26_root5.xml 
<https://halldweb.jlab.org/dist/version_1.26_root5.xml> . Both of these 
have JLab-specific directory tags.

version_1.26_root.xml was used to build this release against ROOT5 at 
JLab. Those builds are done now.

This info has been added to the release notes.
