[Halld-offline] New build_scripts, version 1.21; AmpTools added as a standard package

Folks,

The new version of build_scripts (version 1.21), now contains AmpTools 
as a standard package. I have updated the version on the JLab CUE, in 
/group/halld/Software/build_scripts.

Correspondingly, there is a new version.xml file that has a tag for 
AmpTools,

   https://halldweb.jlab.org/dist/version_2.7.xml

or

   /group/halld/www/halldweb/html/dist/version_2.7.xml

which is now the default at JLab. Note that AmpTools 0.9.2 is referenced 
there.

Now the caveat. I am not a frequent AmpTools user, so my build procedure 
may not be what others expect. The following environment variables are 
defined:

    AMPTOOLS_HOME
    AMPTOOLS ( = $AMPTOOLS_HOME/AmpTools )
    AMPPLOTTER ( = $AMPTOOLS_HOME/AmpPlotter )

which is also probably not the "standard". Also, no paths are modified. 
Feedback on the details of the build and environment set-up are welcome.
