[Halld-offline] Fwd: hallddb load

Hi All,

  A couple of people noticed that accessing the MySQL CCDB today has been sluggish. This was
evident in both slow program start up (when calibrations are read in) and in writing to the CCDB.
It looks like there has been unusually high load on the DB server that is causing this. We will need 
to explore options if this is going to be a trend. In the meantime, you might consider using a local
SQLite file if just running jobs that need to read from the DB.
