[Halld-offline] questions

Richard and all,

For what it's worth, I do like Github issues, but realize that the logbook
probably reaches a broader audience, so my thought was to make a general
overview elog post and track individual issues on Github.
I'm willing to go along with whatever the group (or at least other dev's)
consensus is.
