[Halld-offline] New sim-recon release: 2.17.0 and new version set: version_2.15.0.xml

There is a problem with the current version set, as detailed in 
version_2.14.1 <https://halldweb.jlab.org/dist/version_2.14.1.xml> . 
mcsmear cannot be used with the mysql version of ccdb. It bombs. Alex 
Barnes pointed this out to me today.

As a stop-gap I've tagged a version of sim-recon (2.17.0) and created a 
new version file (version_2.15. 
<https://halldweb.jlab.org/dist/version_2.15.0.xml>0.xml 
<https://halldweb.jlab.org/dist/version_2.15.0.xml>) that uses it. The 
only problem is that there is no tagged version of HDGeant4 that builds 
against this version of sim-recon. There is a pull request pending on 
the HDGeant4 repository that fixes a recent build problem, but that has 
not been merged yet and thus there is no suitable tag. This version set 
uses the branch referenced in that pull request. Once the request has 
been merged, I will tag a new version of HDGeant4 and revise the version 
file. Clear? :-)

This new version set  becomes the default at midnight tonight.
