[Halld-offline] New version of RCDB, v0.03; new version file, version_2.14.xml

As I mentioned at the last Offline Software meeting, the announcement I 
made on August 16 had a mistake: it referenced RCDB v0.03 when it should 
have referenced v0.02. This did not affect functionality; v0.02 was used 
in all files and configurations throughout.

I've made a new version file, version_2.14.1_jlab.xml, that is 
functionally equivalent to version_2.14_jlab.xml. The only difference is 
a rationalization of the directory names to remove references to the 
non-existent RCDB 0.03.

The default version files have been changed.
