[Halld-offline] hd_utilities 1.11 installed

Folks,

I have checked out hd_utilities 1.11 on all platforms at JLab. Recall 
that this is the package that includes MCwrapper.

There are new version set files that include this version of 
hd_utilities: version_2.24.xml and version_2.24_jlab.xml . They are in

   /group/halld/www/halldweb/html/dist .

They are also available on the web at

   https://halldweb.jlab.org/dist/version_2.24.xml

and

   https://halldweb.jlab.org/dist/version_2.24_jlab.xml

These version sets will become the default at midnight tonight.
