[Halld-offline] Monitoring Launch: 2016-02 ver15

Dear Colleagues,

The REST production of the 2017-01 high intensity period is complete. 
Before we start to reprocess the low intensity part as well, we want to 
compare the data with 2016-02. For this purpose, we ran a monitoring 
launch over 2016-02 with exactly the same software version and with 
updated calibration constants. If you call yourself an expert of a 
detector or a part of the reconstruction software, please take a minute 
and have a look at the monitoring plots and confirm that everything is 
in order.
