[Halld-offline] Draft report from software review committee

Dear Mark, Sean, David, Paul, ...

This report sounds a very positive note for Hall D, and gives credit to
many of you for the excellent progress over the past 2 years. Thank you for
the excellent job that you and your team did to represent us at the review,
and put us all on track for those early publications! The reviewers made a
special point about those.
