[Halld-offline] default version change postponed [Re: New sim-recon release: version 2.16.0 and version_2.13.1.xml]

We are going to postpone the default version switch for a bit. There are 
some concerns about CCDB issue #45 
<https://github.com/JeffersonLab/ccdb/issues/45> a fix for which is not 
yet ready. But for early adopters, at JLab you can

   source /group/halld/Software/build_scripts/gluex_env_jlab.csh 
/group/halld/www/halldweb/html/dist/version_2.13.1_jlab.xml

(there is a bash version too, use .sh instead of .csh).
