[Halld-offline] Erratum [Re: New sim-recon release: version 2.16.0 and version_2.13.2.xml]

BTW, I added a XSLT tranformation file to the web directory so that the 
version.xml files will render in an even-more-human-readable form in 
browsers. The functional XML structure of the files has not changed and 
the results from XML parsers should not change. "View Page Source" to 
see the underlying XML in a browser.
