[Halld-offline] Reconstruction Launch: 2016-02 ver04

[Alexander Austregesilo]

The second batch (runs 11569-11663) was completed this morning. Apart 
from post-processing and merging, which is still pending on the farm, 
all 2767 additional files can be found in the locations specified below.

We will run the analysis plugins over both batches.
