[Halld-offline] GitHub pull request tests

Hi all,

The sim-recon pull request tests have been down for the last day or so due
to a problem with the machine that they have been running on, but this has
been resolved and the tests are now running for the two currently open pull
requests.

Please let me know if you see any more problems.
