[Halld-offline] SWIF Jobs With DSelector

I've written some scripts to make submitting DSelector jobs with swif at JLab trivially easy to do.  It uses the same job launch system that we use for monitoring/reconstruction/analysis launches, so it's easy for people to submit those types of jobs as well.
