[Halld-offline] incorrect run number requested from CCDB for certain plugins

Doing a grep for 11000 in sim-recon finds:

src/libraries/BCAL/DBCALGeometry.h:  static void Initialize(int runnumber=11000); //This is TERRIBLE.  //Just AWFUL

Note that the comments were added by me; the 11000 was a hack to get the poorly designed-class to work temporarily.  This entire class is poorly designed and needs to be rewritten.

I am having the weirdest problem with hd_root requesting the wrong run number from ccdb for certain plugins, I found it first at CMU and next on ifarm.
At CMU this started after I updated git yesterday; prior to that my last update was on Feb 7. 

On ifarm I do not have my own build, I source /group/halld/Software/build_scripts/gluex_env_jlab.csh.  

For example:

hd_root /cache/halld/RunPeriod-2017-01/rawdata/Run030422/hd_rawdata_030422_001.evio -PPLUGINS=CDC_amp
...
JANA >>Run:30422
...
JANA >> Creating DGeometry:
JANA >>   Run requested: 11000  found:11000
...


I have only tried a few plugins and run files so far.   The run file does not make any difference (that I have noticed).  

The following plugins consistently request run 11000:

BCAL_Eff
CDC_amp
CDC_drift
CDC_TimeToDistance
FCAL_Hadronic_Eff
SC_Eff

and the following request the correct run:

BCAL_point_time
CDC_Efficiency
p2gamma_hists
b1pi_hists
monitoring_hists
ST_Propagation_Time


Mike also sees this, but Sean does not.
