[Halld-offline] hd_utilities 1.1 now the default

Folks,

I just changed the default version XML file at JLab:

   version_2.2.xml -> version_2.3.xml

The new file:

   https://halldweb.jlab.org/dist/version_2.3.xml

The only difference is an upgrade of hd_utilities (and hence MCwrapper) 
from version 1.0 to version 1.1. Release notes:
