[Halld-offline] Monitoring Launch: 2016-02 ver10

Dear Colleagues,

The latest offline monitoring run over last spring’s production data 
(2016-02 ver10) is done. It is the first large test of Mike's new 
alignment constants, using data from priority period 1 ('the golden 
one') and 2 (1350A magnet current).

Mike has provided plugins to evaluate the alignment with residuals in 
CDC and FDC as well as the pulls in the kinematic fit for the pi+pi- 
channels. These and all other plots can be found on the usual monitoring
