[Halld-offline] New release: HDDS 3.12

Folks,

At Sean's suggestion, I've tagged a version of HDDS that contains the 
recent changes to the FCAL. There is a new version.xml file that uses it 
and a build is now available at JLab.

See the release notes for the specific version numbers. They appear 
below and at

https://github.com/JeffersonLab/hdds/releases/tag/3.12

This version set will become the default at midnight tonight.

One caveat: the build on CentOS6 (e. g., ifarm1101) did not work. 
Something fishy. There should not be a lot of activity on the OS, so I 
am changing the default anyway. Just note that the default build on 
CentOS6 will be impaired until further notice.
